José Manuel Barroso is a Portuguese politician and academic who has occupied some of the most influential positions in modern global governance. He is currently the Chairman of the Board of Directors of Gavi, the Vaccine Alliance, where he oversees global efforts to provide equal access to vaccines in lower-income countries. Additionally, he serves as Chairman of International Advisors at Goldman Sachs, advising the firm on the complex political and regulatory dynamics of the international financial landscape. His career is a rare blend of high-level statecraft and rigorous academic inquiry, making him a primary authority on the architecture of the modern world.

Barroso’s political journey reached its apex during his two terms as President of the European Commission (2004–2014). During this transformative decade, he oversaw the historic expansion of the European Union from 15 to 28 member states. His leadership was instrumental in the negotiation and implementation of the Treaty of Lisbon, which reformed the EU’s institutional framework. He also led the European response to the global financial crisis and the subsequent Eurozone sovereign debt crisis, navigating the delicate balance between national interests and European solidarity. Under his presidency, the EU was awarded the Nobel Peace Prize in 2012 for its contributions to the advancement of peace and reconciliation.

Currently, he is a Visiting Professor at the Catholic University of Portugal, where he directs the Center for European Studies.
