WHY ANGELA

What Angela brings to the room.

Angela Wilkinson brings strategic foresight into the practical choices involved in energy transitions. She connects experience across business, international institutions and research with a view of energy as a system of technologies, markets, institutions and people. Her perspective helps leaders discuss the tensions between security, affordability and environmental sustainability in different contexts. For executive teams, public-sector leaders and cross-sector groups, she makes uncertainty and competing priorities part of the conversation. The room can examine how its choices affect the wider system, whose perspective is needed and what a credible transition would require under changing conditions.

KEYNOTE TOPICS

Ideas built for the stage.

01

Energy Futures and the Choices Leaders Face

How should a leadership team discuss energy futures when technologies, demand and geopolitical conditions are changing together? Wilkinson brings a systems perspective to the choices that follow. This theme is relevant to energy businesses, infrastructure leaders and organisations with significant energy exposure. It asks how different future contexts could alter priorities and dependencies, and what a team needs to understand about the wider system before committing to a course of action.

02

Navigating the Energy Trilemma

Energy security, affordability and environmental sustainability can pull decisions in different directions. Wilkinson explores those tensions through the World Energy Council's trilemma perspective. For executive and policy audiences, this opens a conversation about the context in which a choice must work and the trade-offs it creates. The theme asks how priorities may need to be reconsidered as conditions change, with attention to the people and institutions affected by the decision.

03

Strategic Foresight Across Complex Systems

Some strategic questions cannot be understood within a single organisation's boundaries. Drawing on her work in corporate and international settings, Wilkinson explores how foresight can support learning across systems and perspectives. This theme suits leaders addressing interdependent challenges or planning across sectors. The conversation examines how alternative contexts can reveal assumptions, expose relationships that need attention and create a broader basis for discussing the options available to a group.

04

Humanising Energy: Participation and Transition

Who participates in shaping an energy transition, and whose experience remains outside the conversation? Wilkinson connects leadership with the communities, workers and users whose choices influence how change unfolds. This theme is relevant to organisations designing transition strategies and convening different stakeholders. It explores how attention to participation, local context and people's needs can inform a more credible discussion of what a transition requires and how it should proceed.

Angela Wilkinson is Secretary General and CEO of the World Energy Council, a role she has held since 2019. Her work connects strategic foresight, energy systems and leadership through change. She brings experience across the private sector, international institutions and academia to questions that span technology, economics, policy and public participation.

Wilkinson joined the World Energy Council in 2017 to develop its strategic insights work and a practical toolkit for energy-transition leaders. Before that, she led work to strengthen strategic foresight at the OECD. Her earlier corporate experience includes Shell and British Gas, and her academic career includes directing futures programmes at Oxford. She holds a PhD in physics.

Her work with scenarios explores how people can learn about uncertain contexts and reconsider strategic choices. With Rafael Ramírez, she co-authored Strategic Reframing: The Oxford Scenario Planning Approach. The book examines scenario planning as a way to develop understanding and identify options in turbulent environments. She has also written on the history and practice of scenarios, including learning from Shell's experience.

At the World Energy Council, Wilkinson's Humanising Energy agenda places people and communities within the transition conversation. It connects the development of energy systems with questions of participation, access and the different conditions countries face. The Council's energy-trilemma work considers security, equity and environmental sustainability together, making the tensions between these priorities visible as circumstances change.

For leadership audiences, Wilkinson offers a systems perspective grounded in the difficulty of making decisions across competing interests and uncertain futures. Her work is relevant to energy businesses, policymakers and organisations whose strategies depend on energy and infrastructure. It helps a group consider how technology choices interact with institutions, markets and people's needs. The distinctive contribution is to bring the strategic and human dimensions of transition into the same discussion, with attention to the context in which decisions must be carried out.
