Siim Sikkut led the digital government and digital policy area in the Government of Estonia for a decade, most recently as Government Chief Information Officer from 2017 to 2022 — a period in which Estonia cemented its reputation as the world's most advanced digital society. Responsible for strategy, policy, and the key initiatives and regulation spanning digital government, cybersecurity, and connectivity, he was also, as a self-described "serial intrapreneur" in the public sector, one of the founders of Estonia's groundbreaking e-Residency program. Apolitical has recognized him as one of the world's twenty most influential people in digital government.

Today a Managing Partner at Digital Nation, an Estonian-born advisory network, Sikkut advises governments and leaders worldwide on digital strategy, governance, service reform, and public-sector innovation. He is the author of Digital Government Excellence: Lessons from Effective Digital Leaders, distilled from conversations with twenty remarkable digital-government leaders around the world. Before becoming CIO, he served as a digital policy adviser to the Estonian government, co-authored the country's Digital Agenda 2020, and advised bodies including the Inter-American Development Bank.
